The State was reconstituted into two Union Territories, Jammu and Kashmir, and Ladakh. While the former has a legislative assembly, the other is administered by a Lieutenant Governor. These reforms were made abrogating the special status provided under <strong><span style=\"text-decoration: underline;\">article 370 of the Constitution of India<\/span><\/strong>. Thereafter, central laws prevailed in the Union Territories.<\/p>\n\n\n\n<p>In the year 2020, on September 22, a bill aiming to provide the languages to be used for the official purposes of the Union territory of Jammu and Kashmir was introduced in the Lok Sabha by the Ministry of Home Affairs. The bill stated following languages to be declared \u2014 <\/p>\n\n\n\n<ul><li><strong><span style=\"text-decoration: underline;\">Kashmiri, <\/span><\/strong><\/li><li><strong><span style=\"text-decoration: underline;\">Dogri, <\/span><\/strong><\/li><li><strong><span style=\"text-decoration: underline;\">Urdu, <\/span><\/strong><\/li><li><strong><span style=\"text-decoration: underline;\">Hindi and <\/span><\/strong><\/li><li><strong><span style=\"text-decoration: underline;\">English<\/span><\/strong> <\/li><\/ul>\n\n\n\n<p>as the official language of the Union Territory.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" width=\"1024\" height=\"538\" src=\"https:\/\/vidhikshiksha.com\/blog\/wp-content\/uploads\/2021\/09\/E0DEF95D-416B-4BDD-AED2-8BB284217592-1024x538.jpeg\" alt=\"Two persons in the valley of Jammu and Kashmir.\" class=\"wp-image-248\" srcset=\"https:\/\/vidhikshiksha.com\/blog\/wp-content\/uploads\/2021\/09\/E0DEF95D-416B-4BDD-AED2-8BB284217592-1024x538.jpeg 1024w, https:\/\/vidhikshiksha.com\/blog\/wp-content\/uploads\/2021\/09\/E0DEF95D-416B-4BDD-AED2-8BB284217592-300x158.jpeg 300w, https:\/\/vidhikshiksha.com\/blog\/wp-content\/uploads\/2021\/09\/E0DEF95D-416B-4BDD-AED2-8BB284217592-768x403.jpeg 768w, https:\/\/vidhikshiksha.com\/blog\/wp-content\/uploads\/2021\/09\/E0DEF95D-416B-4BDD-AED2-8BB284217592.jpeg 1200w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>Minister of State for Home, G Kishan Reddy pointed out that 53.26% of the population of Jammu and Kashmir speaks Kashmiri Language-<\/p>\n\n\n\n<ul><li>26.64 speaks Dogri <\/li><li>2.36% speaks Hindi, <\/li><li>while Urdu being the then official language, is spoken by only 0.16% population.&nbsp;<\/li><\/ul>\n\n\n\n<p>During the debate on the Bill, Naresh Gujral said that it was unfortunate to not include Punjabi language in the Bill and asked government to reconsider it. In addition to this, Mir Mohammad Fayaz (PDP) demanded inclusion of Gojri, Punjabi and Pahari in the bill. He also said the motto of \u201cSabka Saath, Sabka Vikas\u201d was lacking in the Sate. \u00a0<\/p>\n\n\n\n<h4>Home Minister&#8217;s remark:<\/h4>\n\n\n\n<p>Answering to the suggestions, Amit Shah said that special efforts will be made for the development of major regional languages like Gojri, Pahari and Punjabi, along with strengthening the existing institutional structure for the promotion and development of regional languages.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" width=\"640\" height=\"480\" src=\"https:\/\/vidhikshiksha.com\/blog\/wp-content\/uploads\/2021\/09\/CA014439-BE0F-436C-AB41-C844B693D241.jpeg\" alt=\"\" class=\"wp-image-249\" srcset=\"https:\/\/vidhikshiksha.com\/blog\/wp-content\/uploads\/2021\/09\/CA014439-BE0F-436C-AB41-C844B693D241.jpeg 640w, https:\/\/vidhikshiksha.com\/blog\/wp-content\/uploads\/2021\/09\/CA014439-BE0F-436C-AB41-C844B693D241-300x225.jpeg 300w\" sizes=\"(max-width: 640px) 100vw, 640px\" \/><\/figure>\n\n\n\n<p>The bill was passed by <strong><span style=\"text-decoration: underline;\">Voice Vote<\/span><\/strong> and assent of the President was obtained on <strong><span style=\"text-decoration: underline;\">September 26<\/span><\/strong>, leading to the formation of the <strong><span style=\"text-decoration: underline;\">Jammu and Kashmir Official Reorganisation Act, 2020<\/span><\/strong>, which shall come in force on the date as the Central Government may notify in the Official Gazette. The selection of dates for different areas may be appointed by the Administrator. Further, it states that the English language may continue to be used for administrative and legislative purposes.<\/p>\n\n\n\n<h4>Constitutional Status:<\/h4>\n\n\n\n<p>Prior to this Act, the official languages in the Union Territory were English and Urdu, but the major population was engaged in speaking other languages. This was not only a lagged barrier in the growth of the territory but being unaware of the legislative and administrative procedure, a struggle for the general public.
